Black Ice 40K League
Here are a few rules to govern general ettiquite for playing 40K Games in general. Keep in mind that I'm writing this for my 10 Year Old son who's getting into the game and will likely be joining us next season.

The Basics:

Show up to the Game with your Army List Typed (Preferable) or Hand Written in Ink.

Make sure you have all of you Materials with you - Dice, Templates, Codex, Rulers, Pen or Pencil, ect.

Don't put things on the table that don't need to be there.

Models in play are in play, don't touch them unless you need to, and don't move your opponents models unless they ask you to.

Dice:

Always give your opponent(s) the chance to see your roll.

If a die is cocked and you opponent asks you to reroll it, reroll it.

There are no "Practice" Rolls.

Roll All your Dice at one time

Dice or ment to be rolled not droped.

Dice are Dice, if you roll "Special Dice" for Leadership/Pinning it looks like your cheating.

Complaining about the dice isn't going to make them roll any better.

If the Dice falls off the table Re-Roll it on the table.

Measuring:

Models should be moved Front of the Base to Front of the Base.

Shooting with a model is measured from Base to Base, or Base to Hull

Shooting with a Vehicle is measured Weapon to Base or Weapon to Hull

Attitude:

The worst person to play is a Poor Sport. Keep cool the dice tumble differnt ways.

This isn't speed chess, but don't mull too long over the board. We shouldn't hit 40K in the course of the game.

Win or Lose always shake you opponent's hand before and after the Match.

Don't give Unsolicited Advice when watching a game, you may disrupt someone's train of though or tip their hand to their opponent.

Armies:

No one wants to spend a Ton of money on a unit only to figure out it doesn't fix their army. When proxying get your opponent's permition and be sure to clearly state what the model's carrying. Make sure that you are using models of like size. Don't use an Old Rhino as a Bane Blade or a Guardsman squad as MekkaNobs. Ripper Swarms would be ok to proxy for Scarabs IMHO.

We all Lead Busy Lives, sometimes we can't paint as fast as we can spend. Don't hold it against someone who couldn't put 3 colors and basing. On the other hand always compliment someone with great looking models. There is little other reward for putting in that work.
